Api Create Brief

Submit a decision question for brief generation.

Auth: Authorization: Bearer qrd_live_... (per-user API key). Body: {"question": "...", "links"?: [...], "mode"?: "A|B|C", "template_key"?: "..."} Response: {"brief_run_id", "status_url", "public_share_url"}

Charges 1 credit on success. Returns 402 with a helpful message if the caller has no credits remaining.
