Export Brief Pdf

Server-side PDF export for a single brief via WeasyPrint.

?format=html returns the rendered brief_report.html template directly (no WeasyPrint needed), intended for tooling that wants to render the PDF via a different print engine (e.g. Playwright's page.pdf for video production pipelines).
