Synthesize Tree

Cross-branch synthesis — LLM verdict across all branches of a research tree.

Loads all branches from root, generates a unified synthesis with verdict, shared evidence, unique contributions, and combined recommendation. Caches result as a BriefRunArtifact (tree_synthesis stage).
