Clone a repository into the workspace, streaming progress as NDJSON.

Every failure the user can act on is reported as a terminal error event carrying a stable code, so the UI can offer the matching affordance -- most importantly github_auth_required, which becomes a Connect GitHub button rather than an opaque "not found".
