Update organization logos

Set the organization's dashboard logo from a base64 JPEG, PNG, WebP, GIF, AVIF, TIFF, or SVG image of at most 2 MB. The image is re-encoded (an SVG is rasterized, and AVIF or TIFF becomes PNG with transparency or WebP without) and replaces any current logo; returns the logo as account_branding_get_v2 reads it.
