Delete a webhook

Stop Ploti posting to one of the member's webhooks. Events not yet sent to it are cancelled, and the webhook and its secret are gone for good: receiving events again means a new webhook with a new secret. Confirm with the user before removing one they set up. Reports whether a webhook was deleted.
