Stop watching a dataset

Stop watching a dataset: its new versions are no longer sent to the member's webhooks as dataset.updated, and it leaves list_dataset_watches. Nothing already delivered changes, and watch_dataset starts it again. Returns stopped: true once the watch is gone; a dataset the member was not watching is refused as not found.
