Change spend caps (dashboard session only)

NOT available to API keys: a key that could raise its own cap would not be a cap. Returns 403 forbidden for any Bearer key. Null clears a cap; an omitted field is left alone. Auto-reload needs both threshold and amount, or neither, and amount must exceed threshold.
