End the browser session

Public and idempotent: deletes the browser session row and expires its cookie in one call, so a stale or already-ended cookie is cleared rather than left live. A Bearer API key without a session cookie has nothing to end. A present Origin header that is not the request's own is refused (403 forbidden) before anything is deleted.
