Args: start_date: Optional inclusive lower bound on request creation time. end_date: Optional inclusive upper bound on request creation time. full_history: Whether to ignore start_date and begin at first usage. auth: Authenticated caller context.
Returns: Aggregated usage rows grouped by model.
Raises: HTTPException: If date parameters are invalid or usage cannot be loaded.
