Db Health
Return the API + database health status (unauthenticated).
Probes the DB with a lean unscoped SELECT 1 through the ORM engine so health mirrors the actual request path (ENG-4793). Unscoped is correct here: /db_health is unauthenticated and has no team scope, so get_session() would raise; a raw round-trip also avoids pinning any table's schema and keeps the probe cheap.
Args: request: FastAPI request (used to consult app.state.is_shutting_down).
Returns: JSON payload describing overall + database status.
