Get a project spend cap

Return the project spend cap. Unset when no row exists. Any member may read.

Args: team_id: Billed team. project_id: Project on that team. auth: Caller.

Returns: Configured cap, or configured=false.

Raises: HTTPException: 404 when the project is missing, deleted, or not on the team.
