Recheck Team Billing

Re-derive a team's billing-cache columns from live Stripe state.

Manual replacement for the deleted reconcile/backfill jobs: refreshes card_verified and card_fingerprint so the read-time inference gate sees current Stripe data, and repairs a bricked verified-without-fingerprint row. Off the inference request path; requires MANAGE_BILLING.

Raises: HTTPException: 403 when the caller lacks MANAGE_BILLING; 500 on unexpected failure.
