Pending Turn

Claim the oldest pending turn and return it with its packet, in the {"conversations": [{"id": ...}]} shape every pending surface uses (the worker's fetch_pending reads that key). An empty list means nothing is waiting. A turn claimed here and never answered goes back to pending after floor_turn_queue.CLAIM_LEASE.
