Turn Failed

The lane could not run this turn (no seat, a timeout, a nonzero exit). The turn ends failed with reason, with retry goes back to pending while attempts remain, and with paused goes back without spending an attempt. When a model ran (model set) its spend is filed first as a failed model_calls row, before the 409 check, so a turn that is no longer ours still has its tokens counted. 409 when the turn is not claimed (already done or reclaimed).
