Get Turn

What the runner needs for one claimed turn: both prompts, the Qwen endpoint and default model (engine, from the same team_chat_seat_engine setting the Slack seat reads: one engine setting for every Qwen harness lane) and lane_engine, which ADAPTER runs it (rooster_lane_engine; no row = claude_cli on that same Qwen engine). 404 when the turn is not claimed (done, failed, or its claim lapsed).
