Start Onboarding Id Check

Open a Vouched-HOSTED ID check for the person holding this onboarding link: stores what they typed, has Vouched create the verification with the secret key, and returns Vouched's own link and QR code. Frederick, 2026-09-24: "We need to verify ID" and "We don't use a public key." Three path segments, so it can never be mistaken for /{token}/{kind} below.
