Owner Import Statement

Import one statement file (CSV, OFX/QFX or a text PDF) for Personal Checking (BNK-10): the raw file is the request body. The answer is counts and dates only. Importing a file twice stores nothing twice. 404 for anyone but the owner; 422 for a file that cannot be read or whose money direction cannot be confirmed (the message says what to export instead); 413 above 10 MB.
