The chair breaks a paper the board could not answer itself.

⛔ONLY OUT OF awaiting_chair, and the ruling is attributed to him. See board/answers.py::chair_rules for the three refusals this carries -- including that a paper with no position from Fable's seat is refused here too, not only at the point the room closes.
