Bind Board Seat Principal

Bind a board seat to the one principal that answers for it (issue #2218). Same shape as the remit route above: chairman-gated, and the row records who bound it and when (principal_bound_by/_at), so the bind is never again a raw column write nobody can account for. An agent principal must have a live human sponsor (#2231); one principal, one seat.
