Query pet-food recall / enforcement data (RASFF + CN enforcement + FDA index + global landscape).

Returns a short summary excerpt (not full body) plus metadata, each hit traceable via topic_id/path/source_file to /api/v1/llm_context. Anti-dump: parameterized, no wildcard, per-request limit.
