Query banned / restricted dog-breed directories across jurisdictions.

Returns parsed jurisdiction + breed names + a short summary excerpt (not full body), each hit traceable via topic_id/path/source_file to /api/v1/llm_context. Anti-dump: parameterized, no wildcard, per-request limit.
