Delete a draft experiment

Remove a draft that will never launch. Only a draft — nothing else.

A draft has served nobody, so deleting it erases no history. The audit events survive the row on purpose (experiment_events.entity_id is not a foreign key), so who created and who deleted it stays answerable.
