Ask before writing: which running experiments and rules this would touch.

Side-effect free — the same question apply_campaign_config answers by refusing, asked in advance. disturbs_anything false means the change can be applied without a consent step; anything else has to be shown to the operator first, and each rule's allowed_actions says what may be done about it. Each affected experiment also carries a fold / merge / conflict decision computed from the three-way section diff.
