Remaining share of the proposed eligible set, and who holds overlapping sets.

allocated and remaining are proportions in 0..1 of the eligible cohort (named targeting minus same-section blockers), not the whole workstream. holders names each running experiment. max_treatment_share is the launch ceiling for this eligible set. has_running_v1 is true when any V1 experience is still running. running_v1 is that experience's id and name, or null.
