Case closing report (E2)

Consolidates documents, queries and analyses into a closing report. Jurisdiction is INHERITED from the case (NOT a parameter). Empty body {}. Loopback: the internal route is the only one that debits (3 cr). AAL2: the internal requireAAL2() is a no-op for API keys (no Supabase session → no step-up); interactive 2FA sessions are unaffected.
