Dismiss Rejected Founding

The founder dismissed a rejected card: archive the draft it left behind.

A rejection keeps its draft so the founder can still read why (an archived company's session is refused); the dismissal is when it goes (spec 2026-10-04 DRAFT_STAYS_DRAFT D6). Only a rejected row, and only its draft: idempotent, and the row itself is not touched.
