Discovery-Tracking dashboard — latest snapshot + 7-day history + baseline.

Reads discovery_snapshots (populated by scripts/discovery_snapshot.py cron). Returns latest + previous-day + baseline rows; the frontend computes deltas. Admin-only endpoint — intentionally NOT in agent-card/OpenAPI/llms.txt (Discovery-Checklist Gate: internal-only).
