Trigger a phone-call-analysis sweep on demand (super-admin)

Fires the backstop Claim sweep per phone-call analyzer using deterministic workflow IDs shared with the cron schedules. Each sweep now analyzes its claimed entities synchronously (ENG-2264 — no Submit/ Poll stages). id_conflict_policy=FAIL 409s when a sweep is already in flight; id_reuse_policy=ALLOW_DUPLICATE lets the manual trigger succeed after the cron tick has closed.
