Stream chat messages

Server-sent events: every row after after_seq (or the Last-Event-ID header), then each new row as it is stored, as a message event whose id is the row's seq. A comment line every 25 seconds keeps the connection open; the stream ends after 30 minutes. Reconnect with the last id.
