Get list of pending referral bonuses awaiting processing.

Returns referrals that:

  • Have instant_credited=True (referrer got initial 200 credits)
  • Have bonus_credited=False (waiting for activity verification)
  • Are past their 48-hour bonus deadline

Requires admin permission.
