Bulk Mesh Cutover

Bulk-flip a set of agents to a new mesh backend.

Body: { "agent_ids": ["uuid1", "uuid2", ...], // omit to flip ALL published agents "mesh_backend": "nova" | "ang" | "shadow" | null }

Use this to gradually migrate a subset of agents to Nova OS (shadow first, then nova), or to roll back to ang if issues arise. Audit-logged.
