Set Agent Mesh Backend

Set the per-agent mesh backend for a single agent.

Body: {"mesh_backend": "nova" | "ang" | "shadow" | null}

  • "nova": use Nova OS native /v1/ surface regardless of global setting
  • "ang": use legacy ANG-compat endpoints regardless of global setting
  • "shadow": use Nova OS as primary, fire local-flow comparison in background
  • null: remove per-agent override (inherit global MESH_BACKEND)

Returns the updated effective backend.
