List read-only consolidated reporting identities

Requires company-wide read access: the explicit all_entities grant, or entity grants that currently cover every concrete legal entity of the company (what a member of a single-entity company holds). A member limited to some of the legal entities receives 403. Reporting scopes are distinct from legal entities and can never own accounting or integration data.
