List immutable pre-elimination reporting-scope rollups

Requires explicit all-entity access and an explicitly allowlisted active or test company. Every result is derived from one exact standalone snapshot per concrete same-company legal entity. Results remain labeled incomplete until the required elimination, NCI, and other consolidation procedures exist.
