Atomically create and seal a complete hierarchy snapshot

Owner/admin plus explicit all-entity access required. The snapshot must contain every current same-company legal entity exactly once, use the primary entity as its 100 percent full-consolidation root, and be connected and acyclic. A successor closes the prior open version in the same transaction.
