Issue an immutable reporting-scope CTA authority

Owner/admin plus all-entity access required. The manifest must contain every legal entity in the sealed reporting-scope version exactly once and pin current immutable balance-sheet snapshots for one closed period. No mock, seed, cross-company identity, or CTA ledger posting is accepted.
