Record what QuickBooks shows as reconciled for one account (#2873)

Appends one accountant-entered snapshot for a bank or card account of a QuickBooks client: the reconciled-through date and ending balance read from QuickBooks' Reconcile screen. Who recorded it and when are set by the server; a body that carries them is refused. Append-only: a new reading is a new row and becomes the current snapshot; there is no idempotency key, so a replay records a second row. currency must be the account's currency. Nothing is written to QuickBooks, no reconciliation changes and the ledger is not touched. Human accountants only (hidden from the service key); the assignment is re-read before the write. A company whose books are not on QuickBooks is refused with 422 QUICKBOOKS_RECONCILIATION_SNAPSHOT_NOT_APPLICABLE.
