List sales-led custom pricing offers

Service-key access requires SERVICE_KEY_CUSTOM_PRICING_ENABLED (default false); otherwise the operation is concealed with 404. Human accountant access is unchanged. Returns all custom pricing offers (newest first). Offers are keyed by email and can be recorded before the customer has an account. Accountant auth required (not customer-scoped).
