Get a current Azure DevOps access token for an integration

Returns the integration's Azure DevOps access token, refreshing it when it has expired or when force_refresh is set. Only the access token is disclosed. Every call is audit-logged. A token is force-refreshed at most once a minute; a forced refresh sooner is refused with 429. Restricted to API keys with global read_secret permission on integrations.
