Page through the integration's tracker-deleted issues that may have been restored

Walks the integration's tracker-deleted issues in id order after the given id, returning those that belong to the configured project and were deleted inside the reopen window, so a restore in Azure is noticed. Rows passed over still advance next_after. Restricted to API keys with global read permission on integrations.
