Mark the integration as needing reconnection after Azure DevOps refused a refreshed token

Marks the integration reconnect-required, but only while it is still at the given version and token, so a reconnect made since is never overwritten. Requires the integration's sync lock. Restricted to API keys with global write permission on integrations.
