Parcel acreage plus cited state valuation programs

Returns safe parcel fields plus state rows for special valuation, historic incentives, and solar exemptions, for agents checking cited programs. Returns the same records as locus_special_valuation_screen. Use this when your client can only call paid x402 routes. Use locus_special_valuation_screen instead when you can call Locus free tools (REST tools/call or MCP).
