Cited mitigation grants and insurance discount rules

Returns the same cited grants, insurance-discount mandates, disaster-assistance windows, flood-map corrections, and rebate rows as the free route for a US place. Returns the same records as locus_mitigation_incentives. Use this when your client can only call paid x402 routes. Use locus_mitigation_incentives instead when you can call Locus free tools (REST tools/call or MCP).
