Cited property-fraud alert and title-protection pointers

Cited county recorder property-fraud alert and title-notification programs for buyer, owner and lender agents. Returns the same records as locus_fraud_alert_pointer. Use this when your client can only call paid x402 routes. Use locus_fraud_alert_pointer instead when you can call Locus free tools (REST tools/call or MCP).
