Tunnel Set Data Enabled

Toggles cloud_data_enabled for a tunnel token. The token itself is the credential (no admin auth needed) — only the user holding the token can flip their own flag. Called by the local Swift server when user toggles 'Cloud access' in tray (WEB AI CLIENTS).
