Public Versions Highest

lmcp-api#89: the highest version number ever registered on each release line, and nothing else — the bar the publication-order guard (#1549) holds a new publish to. lmcp-win's build pre-flight needs exactly this number; reading it from /admin/versions forced ADMIN_KEY into an environment with no reviewer. Same rule as the guard: every row of the line (withdrawn and canary rows included), compared by number with utils.version_order, never by date.
