Admin Canary List

Per platform: the canary version, its active machines, who/when, and each machine's last heartbeat with reported — computed by _canary_machine_status, the same rule promote's gate uses, so the panel (lmcp-admin#95) and the promote button can never disagree. The release workflow reads this (and stops if the platform's list is empty); the panel renders it.
