Cloud Mcp Trailing Dot Redirect

#3796: trailing-dot FAQ copy-paste (/mcp.) draws ~96 404s/week; redirect to /mcp, preserving the query string (token-in-query auth). 308 keeps POST a POST (301/302 downgrade it to GET on many clients). A separate static route for the literal "/mcp." string — it cannot shadow "/mcp" or "/mcp?...", which match by path only. OPTIONS is answered directly (redirecting a CORS preflight is a network error per the Fetch spec) instead of redirected.
