Post Download Attribution Token
Mint a download token only for the trusted first-party web service.
lmcp-web#373 part 2: the mint also returns status_handle, a second random value that can only read this download's stage (GET /download-attribution/stage). The token goes only into the file's provenance; the handle stays in the page's memory.
